Richard Osgood Foley, also known as the Gear or Richie, is the secondary character of the Static Shock animated series.
Virgil's best friend and confidant. At first, Richie merely provides support for his friend, making gadgets for him and helping to cover for Virgil to protect his secret identity. In the third season, it is revealed Richie's passive exposure to the Bang Gas gave him enhanced intelligence, which enabled him to easily invent rocket-powered boots and "Backpack", a highly intelligent multipurpose device worn on the back capable of surveillance and other semi-independent activity. With this equipment, he adopted the superhero identity "Gear" and becomes Static's full-time partner in crime-fighting.
In the AWA fics, Richie is set to debut in a future AWA storyline.
In the XP4 fics, Richie debuted in the XP4 Heroes Coalition: Neo-City Diaries.
Appearance[]
Richard is a young man with a blonde hair and he wears glasses over his dark eyes. He is currently wearing a green hooded vest over a black top, light-green pants and white boots.
His costume consists of a green helmet with a glass mask, a sleeveless blue & green body suit with a gray utility belt, black elbow rings, black gloves, black metallic kneepads and green & black rocket shoes.
Personality[]
Richie Foley is the best friend of Virgil Hawkins. After the Big Bang, Richie came up with the idea of being a super hero.
Over time, he began growing jealous of Static's powers, and yearned powers of his own. He joined Ragtag's gang; Ragtag had the ability to grant others superpowers for a brief period.
Over the years, Richie was exposed to Quantum Vapor residue that was on Static. It boosted his brain capacity, and made him a technopath.
XP4 Fanfics[]
Richie is a member of the Heroes Coalitions and is part of the Triumph Division. He also attends the Vanguard Academy as a student.
XP4 Heroes Coalition: Neo-City Diaries[]
In Chapter 121, Richie took part in beating-up Ian Valentine in the grounds of the Training Camp and afterwards, he left.
In Chapter 127, Richie, alongside the rest of the Triumph Division and Eric Draven, are seen in a video beating up Ian Valentine.

- Jet-Blades: Roller skates with built-in jet rockets.

- Zap-Cap, Mark II: Tiny grenades that could eject a constricting wire.
