Penelope von Steiner is a character from the XP4 Series of Fanfics.
Penelope is a 26-years old young woman and a good friend to Mario Martinez and Major Richard Stronghold.
Penelope debuted in the XP4 Heroes Coalition - Neo-City Diaries.
Appearance[]
Penelope is a beautiful young woman with a slim body and average height. She has a blonde hair tied in a bun and has blue eyes, she wears a blue uniform jacket, skirt, black tights and black high heel shoes.
As of lately she had change her appearance, her hair now is short and straight with her left bangs hiding her right eye. She also wearing her pink shirt underneath blue suit, and also blue tight trousers that matches her suit and she has a belt at her hips and she wears black high heels.
Personality[]
Penelope is a cool beauty to undertake around office and management in one hand. She's a hard worker but can be slightly forgetful at times.

Penelope works as an attendant and secretary of both Heroes Coalitions and the Vanguard Academy.
XP4 Heroes Coalition - Neo-City Diaries[]
In Chapter 17, Penelope is seen at the receptionist's desk at the Training Camp when Major Richard Stronghold alongside the new recruits, Marcus "The Kane" McGee, Eddy Skipper McGee, Eddward Marion "Double D, Edd" Smith, Edwin Horace "Ed" Williams and Rolf Yrmi greeted her. She later then assigned Yoshika Miyafuji as their guide.
In Chapter 30, Penelope met up with Mario Martinez in the small kitchen located inside the Training Camp where she told him about the new arrivals. Later, Penelope and Mario met up Pina Co Lada, Hamilton Uno Ror and Bozes Co Palesti in the main entrance hall where the short man greeted and welcomed them to the organization.
In Chapter 31, Penelope is present inside the auditorium of the Training Camp where she took part of announcing the formation of the New Age Avengers.
In Chapter 33, Penelope met up with President Mario Martinez in the mini-kitchen somewhere in the Training Camp where she told him about the new recruit. Later, they met up with Anna Maymorie and the new recruit, Xyrielle "XY Girl" Yona, in the main entrance hall, they then took notice of Xyrielle's guilt-driven state which concerns them.
In Chapter 34, Penelope is seen in the main entrance hall of the Training Camp where she is having a discussion with Anna Maymorie and Erika Yaeger.
In Chapter 40, Penelope, alongside Samurai Jack, are seen having a conversation in the main entrance lobby of the Training Camp.
In Chapter 43, Penelope is amongst the many people inside the Training Camp whom is listening to Eddward "Double D, Edd" Marion Smith and Minna-Dietlinde Wilcke broadcasting the announcement of the 'Wildcard Rules'.
In Chapter 45, Penelope is present inside the auditorium of the Training Camp where she took part of announcing the formation of Team Idolo.
XP4 Heroes Coalition - Mission Chronicles[]
In Chapter 5, Penelope is seen alongside her fellow staff members in the meeting room somewhere in camp having a conversation about the recent Emotionless attacks.

- Penelope is currently dating Johnny Bravo, much to everyone's shock and delight.
- According to XP4Universe, his ideal voice actress for Penelope is Mary Elizabeth McGlynn (Tsubaki Amamiya from God Eater) and Mai Nakahara (Musashi from Horizon in the Middle of Nowhere).
